There is no comprehensive and coherent legal and policy framework guiding community policing, Notwithstanding the UPF’s emphasis on community policing, neither a formal policy framework guiding the various community policing activities, nor a legal basis for the recruitment and operations of hundreds of thousands of crime preventers exists.
